After all, Smokey the Bear was just trying to keep us from burning down the forest, a noble cause,and one that he had a definate personal interest in, as he didn't want to have to move to the city with the mundane humans.
(who, by the way, were paying him rather well for the work he was doing for the Forest Service).
Unlike Pigs, you never saw Smokey beating the shit out of some one with a Baton, writing anyone a trafic ticket, busting a teenager for pot, or really raining on anyones parade to satisfy the beaurocracies need for "law & order".
Smokey didn't have a Power Trip going, he was cool.
